| General Overview | Although he's fond of mentioning the various rules and regulations he supposedly helped write, he has little trouble circumventing those rules when it suits his purposes. Very much the "overseer" he is a big-picture kind of person, setting his minions upon the enemies of the Federation. Rarely landlocked, he prefers being out in the shadows, pulling strings and manipulating events. He is a master strategist and always has a plan. While he does have those he cares about, he often stands alone, having to sacrifice connections with people he cares about in order to protect them.
